Main Street Rehabilitation Project

PROJECT DESCRIPTION The City of Placerville Main Street Rehabilitation Project was designed, bid, and constructed in three phases, each with its own unique challenges: Phase 1A – Water Line Replacement, Phase 1B – Sewer Cured in Place Pipe (CIPP) Lining, and Phase 2 – Pavement Rehabilitation and Streetscape SUSTAINABILITY The construction of the new water main and water services eliminated the need for continuous water system repairs and all of the old system’s water leaks and losses. An average water system has approximately 10% losses. Based on the observed conditions of the existing system, it was apparent that the water losses were in excess of 10%. Therefore, the new water system should conserve over 10% of previous water usage. The installation of the CIPP sewer pipe eliminated the need for continuous sewer main repairs. By eliminating the cracks and leaky joints, seepage and groundwater pollution were greatly reduced. Lighted bollards were installed with energy efficient LED lights. Each bollard provides approximately 90% reduction in electricity compared to a conventional streetlight. The LED lights also have an estimated life expectancy of 60,000 hours, while standard lights have an estimated life expectancy of approximately 18,000 hours. The majority of the asphalt removed during construction was delivered to a crushing plant for repurposing as recycled aggregate base. Some of this recycled aggregate base was hauled back to Main Street and used at trench backfill. 3. SAFETY Placerville Main Street has is a busy tourist area. Safety to pedestrians is paramount. The project installed bulb-outs with lighted bollards at mid-block crosswalks. This provides additional safety to pedestrians plus encourages slower traffic by narrowing the roadway. The project also increased pedestrian safety by placing sidewalk ramps in the bulb-outs and eliminating ramps in the middle of the sidewalk that creates potential trip hazards. The lighted bollards provide additional lighting for pedestrians at night. During Construction Contractors were required to ensure the safety of pedestrians and vehicles at all times. Special attention was given to making certain only necessary roads or portions of roads were closed each night. This helped minimize impacts to local restaurants and bars that remained open into the late-night hours. The Contractors also did an excellent job of providing emergency vehicle access through the construction site at all times. During Phase 2, site-specific pedestrian control plans were developed for each stage of demolition. This ensured appropriate signage and delineators were in place. Special attention was given to the order in which sidewalks and ramps were demolished to ensure public safety during the daytime, outside of construction hours, while still maintaining access to all businesses during business hours.
