Project Description

The Town of Loomis initiated this project to support a walkable, pedestrian-friendly downtown, improve pedestrian accessibility and roadway quality. The project also supports positive impacts to the local economy and the community while preserving historic Route 40. Improvements included roadway, streetscape, landscaping, and drainage. Construction sites were evaluated to determine potentially significant environmental impacts; prepared CEQA/NEPA documents and obtained permits for the project; as well as prepared all Caltrans Local Assistance Procedures Manual to obtain the E-76. Collaboration included coordination with Caltrans local assistance and Placer County Transportation Agency for funding. Funding sources came from the Regional Surface Transportation Program, a federal Congestion Mitigation and Air Quality grant and state money from SB1 Road Maintenance and Rehabilitation Account. Additional collaboration included outreach with local businesses for design and features input. Outreach provided partnerships with the community to deliver a project that the community was directly involved in, and one where they have a sense of ownership and support. The first location extended between Horseshoe Bar Rd and King Rd where curb, gutter, and sidewalks were constructed along with new ADA ramps and crosswalks at Webb St. The second location began from Del Oro High School and extended to Lemos Ranch Dr. Previously, no existing safe and pedestrian-friendly facilities existed to accommodate students and pedestrians as they traveled to and from the school. At this location, 1,600 lf of Class 1 shared use path was constructed to accommodate ADA compliance, providing a safe and pedestrian-friendly means of walkability travel, while also connecting to an existing sidewalk at the north end and a Class 2 bike lane at the south end. The roadway surface was rehabilitated (0.6 miles) where years of roadway use had deteriorated the roadway. Safety measures included design and installation of a crosswalk and warning signage for pedestrians at the entrance to the Loomis Grammar School. A new multimodal facility (bus stop) was added for the Placer County Transit to support the Town’s goal for a more environmentally-friendly means of travel and mass transit. The bus stop was strategically located so that it would be able to provide a means to access educational facilities as well as connecting to other commercial business, including the Blue Goose Event Center, that the Placer County Transit services This project ultimately provided connectivity, a safe alternative mode of travel to support an environmentally-friendly means of travel while preserving and improving the historic Route 40. Today, residents and the community can be seen using the new section of the bike/walking path, connecting the downtown businesses.
