Project Description
The City of Elk Grove undertakes a roadway rehabilitation and resurfacing project annually, to extend the lifespan of streets, bike paths, repair sidewalks, concrete curb ramps and other hardscape features, and improve traffic calming features. Over the past three years, the City hired Psomas as construction manager, to assess streets programmed for rehabilitation or resurfacing, assist with alterations to project plans and specifications, and manage the project during construction. The assessment process begins each winter with construction occurring during spring through early fall. This preventative maintenance approach saves the City money by eliminating roadway replacement projects, provides a safe path of travel for cars, bikes, pedestrians, and enhances the City’s sustainable image. During the winter assessment, neighborhoods planned for potential work are reviewed, and quantities are checked/revised. Advances in the technology of resurfacing materials are constant; therefore, Psomas reviewed specifications to assure products used would provide the greatest durability. This model, refined over the past three years, and a great example of the League and CSAC’s priorities and goals for street and road system preservation, results in the production of bid documents that contractors count on to be accurate, resulting in lower bid prices and fewer change orders. Rehabilitation work of broken sidewalks and non-compliant ADA ramps greatly improve the City’s reputation with residents, and enhances pedestrian and bicycle safety. During construction, communication and cooperation was essential between the City, the contractor, Psomas, local residents, schools, solid waste services, and businesses. Work around schools was scheduled during weekends. Businesses and residents were provided with advance notification fliers and door-hangers to assure that streets were clear of vehicles on the appointed day of construction. Refer to “Supporting Documentation” for an example of the effort required to schedule work and accommodate the community. The City provided extensive public relations support and aided the contractor with communication. Psomas used an electronic data tracking software, created in-house, to expedite document transfer, review and significantly reduce the paper used for the administration and audit of projects. The City’s preventative roadway maintenance projects have brought many benefits to the community–eliminating costly roadway replacement projects, which delay motorists, maintaining safe routes for bicycle and pedestrian traffic, and by including recycled materials in construction products, the City has developed and improved a program that is both environmentally friendly and cost-effective. This project was completed this year with minimal change orders, allowing the City to allocate contingency funds to include additional street resurfacing and curb ramp replacements, providing additional benefits to the Elk Grove community.
