Pavement Management Manual

County of San Bernardino, Pavement Management Section was able to establish Pavement Management Manual to explain and enhance the utilizing of our existing pavement asphalt and recycle the valuable material, instead of purchasing new version material, in addition to explain different pavement repair strategies to rehab all the county roads based on traffic, pavement condition and regions.

Balancing between the availability of limited funds and the tremendous need of pavement improvements throughout the County is a big challenge.  To make the most efficient use of the limited funds and create a more systematic, consistent and predictable approach in the selection and programming of projects, the County introduced a road categorization concept by grouping all of its paved roads into 5 road categories. Different PCI goals, different maximum treatment and different length of pavement preservation cycles are assigned to different road categories. Highest priority is given to Category 1 roads which include those most important to the interest of the general public and the economic development of the County. Category 5 roads are those used by very few people and/or located in an isolated location (e.g., not connected with other County Maintained Road System roads). This new approach provides the most effective and efficient way for County Pavement Management to achieve the optimum pavement condition possible with the limited available funds.
