Project Description

This nomination is for the recently completed $7.0M Gloria/Iverson/Johnson Canyon Road Pavement Reconstruction Project. The project was a unique collaboration between County of Monterey, City of Gonzales, and the Salinas Valley Solid Waste Authority. These roadways are the truck route for Waste Authority trucks between their Johnson Canyon Landfill and US101. Prior to the project, the pavement was full of potholes and failed pavement as these roads were not designed for the number of large trucks. Congressman Jimmy Panetta called County Supervisor Chris Lopez after visiting the Swiss Rifle Club on Gloria Road asking why the road was in such bad condition. Staff from Misionero Vegetables located on Gloria Road asked when the road would be improved due to the wear/tear on their trucks. The project alignment was five miles in length with approximately 93% in County jurisdiction and 7% in City jurisdiction. The County did not have any Senior Project Managers available, so the City of Gonzales Public Works Director oversaw the preparation of the construction documents and the environmental clearance. Upon approval of the construction documents by the three agencies, the County issued the project for bid in April 2020. In late May 2020, four bids were received at the bid opening and Granite Construction was the low bidder. All four bids were approximately 20% below the engineers estimate due to uncertainty on major road projects due to budget impacts from the COVID pandemic. County staff administered the construction contract and inspected the work. The city provided space in a city owned building, allowing County personnel to have a field office close to the project site. This facilitated biweekly progress meetings and coordination between the three participating agencies. Granite Construction did an excellent job as the project was completed ahead of schedule despite COVID, summer heat waves, heavy smoke from the Dolan Fire, and difficulty getting some of the construction materials. Their Project Manager was very proactive and worked out the issues and challenges.
