Gilman Springs Road Safety Improvement Project (Phase 3)

The County of Riverside Transportation Department (County) is committed to improving the roadway system along the Gilman Springs Road Corridor to enhance safety and bring the infrastructure up to current standards. The improvements along this corridor are being completed in a series of five (5) phases. Phasing out the project has allowed the County to seek a variety of funding sources to help complete the needed improvements. This has helped the County as it faces a funding shortfall to maintain and improve existing infrastructure. The County has brought $12.6 million in infrastructure improvements to rehabilitate 5.5 miles of roadway on the Gilman Springs Road Corridor to date. The County has been successful in obtaining Federal funds from the Highway Safety Improvement Program (HSIP) for various phases of the Gilman Springs Road Safety Improvement Corridor Project. As a result of obtaining HSIP funds, the County was able to construct Phase 3 of the project. In this phase, the County improved Gilman Springs Road from State Route 79 to State Street/Soboba Road. Included in the safety improvements were the vertical and horizontal realignments along Gilman Springs Road near the intersection of Sublette Road, shoulder widening, and the installation of centerline rumble stripe. The County also placed Type 3 Slurry Seal as part of the County’s Pavement Preservation Program for the segments that were not included in the realignment project. In addition, Phase 3 included the construction of a new traffic signal at the intersection of Gilman Springs Road and State Street/Soboba Road. Improvements at the intersection also included construction of embankment/slope, Americans with Disabilities Act (ADA) compliant. concrete curb ramps, driveway, sidewalk, curb and gutter, and metal beam guard railings. To help fund this portion of the project, the County was able to seek funds from the County’s Development Impact Fee (DIF) program. The Phase 3 improvements were completed December 2016. The County has been successful in bringing improvements to this segment of the Gilman Springs Road Corridor to enhance the safety for both pedestrians and motorist by finding innovative ways to seek funding.
