Project Description

Folsom Boulevard is a corridor with special historical significance to the City of Rancho Cordova (City) and the Sacramento region. Folsom Boulevard was part of the Lincoln Highway and the original route of US 50, and the main thoroughfare into and out of Sacramento, until the new freeway bypass was built in the 1970’s. Paralleling Folsom Boulevard to the south was the Sacramento Valley Railroad which later became the Sacramento Regional Transit District (SacRT) Gold Line light rail corridor. After the construction of the highway bypass, Folsom Boulevard evolved into the communities’ commercial and transit-oriented development corridor. Recognizing the importance of Folsom Boulevard’s legacy, the City desired to enhance the corridor for multimodal use and beautification to better represent the streets current uses and Rancho Cordova as a vital urban center. A Streetscape Enhancement Master Plan was developed in 2005 by the City and Sacramento County for more than 4.5 miles of roadway to design an attractive, functional, and safe “Complete Street”. The Master Plan identified necessary enhancements to multimodal facilities to provide better connectivity between residents, businesses, and SacRT transit stops; and improving access to the nearby high school. Project objectives identified included providing a pedestrian- and bicycle-friendly corridor, improving safety at SacRT light rail crossings, and calming traffic while improving connectivity and beautification to enhance the City’s identity and development opportunities. Implementation of this Plan was developed over numerous phases. The City was dedicated to the 17-year vision of transforming the corridor and phased work to take advantage of funding opportunities as monies became available. Phase I, constructed in 2007, installed a raised median between Mather Field Road and Zinfandel Drive. Phase II, constructed in 2010, added sidewalks, bike lanes, lighting, and additional landscaped medians between Mather Field Road and Sunrise Boulevard. Phases III, constructed in 2013, extended Phase II improvements from Rod Beaudry Drive and Sunrise Boulevard. Phase IV constructed improvements between Horn Road and Rod Beaudry Drive and construction completed in 2019. The final phase, Phase V, constructed improvements between Bradshaw Road and Horn Road and Kilgore Road and Sunrise Boulevard completed construction in 2020. Throughout the corridor, the project installed landscaped raised medians; constructed sidewalks, a segment of multiuse path, and Class II bike lanes; and rehabilitated the pavement. Traffic signal equipment was upgraded and Intelligent Transportation Systems were installed at 16 intersections and connected to the City’s Traffic Management System. The project upgraded pedestrian safety features at each of the eight existing at-grade light rail crossings. Through the City’s efforts, Folsom Boulevard has become a modern complete street arterial that supports the corridor’s urban environment.
